This Special Report summarizes the economic impact and obstacles facing student mobility often created and reinforced by governance structures across higher education. In October of 2005, the U.S. Government Accounting Office (GAO) published a transfer report highlighting issues undermining student mobility and the fairness of how many institutions evaluate subjectively, the application of prior course credit to academic requirements for a degree.
